Binance briefly paused Tether withdrawals to upgrade the cold wallet

Binance temporarily paused all Tether withdrawals for 30 minutes while it was upgrading the cold wallet. Due to network congestion, withdrawals prior to the upgrade were slower than usual. The withdrawals have since been reopened and are now faster according to the person familiar with the matter.
