The Cosmos ecosystem can be conceptualized as a cluster of sovereign Layer 1 (L1) blockchains with a shared communication standard, the Inter-Blockchain Communication (IBC) protocol. In many ways, this structure is similar to the collection of decentralized finance (DeFi) protocols that exist in monolithic L1 ecosystems, given that most Cosmos chains are built with a single specific application in mind. Just as DeFi protocols typically enact some form of governance system in order to make decisions in accordance with the will of stakeholders, app-chains in the Cosmos ecosystem also rely on governance voting - to varying extents - in order to guide further development. 

Cosmos app-chains benefit from their unique ability to adjust network parameters in order to align the interests of users, validators, and stakeholders. However, this also means that Cosmos protocols must consider the additional factor of maintaining network performance and security when making decisions about new application features.
