The Interchange: What took so long?

Like most things in this industry, building new payment layers on buzzy database tech is complicated – and in no way guaranteed to work. And that's before the regulators inevitably enter the picture.

I finally got around to finishing the fully revised Libra whit epaper (released last week), and my initial reaction is: what took so long for the Association to come to these new terms?
