The recent collapse of Silicon Valley Bank (SVB) has shocked many market participants, with depositors bearing the brunt of the fallout following SVB’s insolvency. More notably, SVB held the deposits for many tech firms, including Circle, which issues the USDC stablecoin. Coupled with the winding down of Silvergate Bank just a week earlier, it raises the question: how much capital does Circle hold with these entities, and is the USDC stablecoin still 100% collateralized by actual dollars?

Given the permissionless nature of cryptocurrencies, holders of USDC were free to sell their tokens, but the redemption of the USDC token for actual dollars is bottlenecked by Circle's ability to honor their liabilities. As Circle’s partner banks closed for the weekend, it further restricted Circle’s ability to handle redemptions of USDC. Since the dollar peg of USDC is maintained by arbitrageurs who are able to purchase USDC below a dollar and redeem for one with Circle, this bottleneck resulted in the de-pegging of USDC.
