According to the head of the United Arab Emirates' (U.A.E) securities watchdog, Obaid Saif al-Zaab, "The board of the Emirates Securities & Commodities Authority has approved considering ICOs as securities."  The Emirates Securities & Commodities Authority is currently drafting regulations for ICOs and working with Dubai stock markets to develop ICO only trading platforms.
